Implementing the Affordable Care Act: PA Has New Medicaid Financing Options

The brief reviews the Affordable Care Act (ACA) provisions that give states additional options for financing Medicaid home- and community-based services and examines how states might combine the options to improve Medicaid services. The ACA is intended to encourage States to be more efficient and take a more active role in how Medicaid monies are spent and allocated. The economic pressures on states trying to keep Medicaid afloat are immense. It will be interesting to see how Pennsylvania (PA) reacts and enacts these options. I, for one, am hopeful that Pennsylvania is proactive in adopting some of the options made available by the Affordable Care Act.
